How to Get a Firearms License in Canada

Most North Americans may have forgotten that on January, 2000 President Bill Clinton proposed new legislation that would have required all American citizens to obtain a federal gun license. American handgun owners were outraged, as well as manufacturers, dealers and more than a few members of the U.S. Congress.

Although this national-level law would have been something new for the U.S., Canada was already under a countrywide gun law. On December 1, 1998 the Canada Firearms Act of 1995 was finally in full effect. The law in Canada requires that all citizens must have a Possession and Acquisition Licenses (PAL). Canadian gun owners quickly became very familiar with the extra license that they now had to have.

There is a comparatively extensive background check that is run on anyone looking to obtain a gun license in Canada. This helps to eliminate the potential threat from people who have been convicted of a previous gun crime. Also, any persons with a history of certain serious crimes or convictions, and those with mental health issues, have a little chance of receiving a gun license in Canada.

Classes of Firearms as per Canadian Legislation
Normally, an individual in Canada will have an access to only first two of three possible classes of firearms, because Prohibited one is closed for all individuals since 1995 in Canada unless it is “grandfathered”.

Non-restricted firearms (longguns) are ordinary hunting and sporting rifles and shotguns with an overall length of 660mm or greater. If it is a center-fire semi-automatic firearm, the barrel length must be at least 18.5 in (470mm) to qualify as non-restricted. Certain firearms, although they meet the above criteria, have been classified as "restricted" or "prohibited" by order-in-council.

Restricted firearms (handguns) include all pistols and revolvers with barrel length not less than 4.14 in. (105 mm). Again, some exceptions will apply. An Authorization to Transport (ATT permit) is required to move a restricted firearm from the location where the firearm is registered.

Prohibited (fully automatic firearms, handguns with barrel lengths under 4.14 in. (105mm), or chambered in .25 or .32) and a variety of other firearms which have been classified as "prohibited" by Chief Firearms Officer of Canada.

Antique or new, it’s the same
Canada has a population of 31 million people, a little more than one-tenth the U.S. counts. The authorities have, at times, based the number of guns that collectors may have in their possession on notions of population density and “potential impact.” These sorts of restrictions also apply to sportsmen and target shooters, which are categories of gun owners that Canadian Authorities often consider to be covers for people who simply want to own weapons. This is because Canadians must demonstrate a reason to own a gun beyond wanting it for simple self-defense.

In sum, all Canadian firearms owners must have all of their guns registered. This means every gun that is in their possession, no matter the age or the operating condition of the weapon. It is a mandatory rule enforced by the Canadian Firearms Act. Finally, if a Canadian citizen loans a gun to another licensed individual, they must loan the registration certificate as well. If a citizen is caught without registration of their firearms, the guns will be seized and criminal charges may be filed.

Common Purposes of Acquiring of Guns
Most common purposes of acquiring of firearms by Canadian residents usually will be limited to shooting as sports and hunting activity. After those, employment needs will arise and only after it such needs as protection of your personal life or somebody else’s life.

After the tests, and notification that you have passed, you will progress to the next step, the actual application process. The “spousal notification” rules

As if acquiring the license wasn’t enough, there are other steps that need to be followed before you could even apply for one. Under the law, all Canadians who are planning to apply for a gun license must have their current and/or former spouse or common-law (from the past two years at a minimum) sign the application form, as well.

Any refusal from a spouse, for any reason whatsoever, will result in an investigation by local authorities. In addition to that, the Canadian government has also established the “spousal notification” information line. 1-800-731-4000 is a toll-free number that a spouse can call to express any concerns about an applicant, or report any alleged crimes that may not be in the legal records.

1. Write out anything and everything you want to do in your life

This may first seem to be a completely overwhelming and ridiculous task. 3. Build a schedule that you can use.

There are literally tens of thousands of time management products and services out there. But never fear - most standard time management support systems will work for most people. The key is to evolve a system that makes sense for your needs, work schedule and life style. Try to chunk things down into near and far term categories. For instance, you might keep a weekly schedule, a monthly schedule and a long-term schedule. At the end of every month, do another “RAM clearing,” like we discussed in step one, so that you don't get clogged up with an internal monologue of "I have to do this, that, and the other thing" and end up unable to concentrate on immediate tasks.

4. To prioritize, cut ruthlessly

The key to keeping your time management system working is not to “Do" as much as you can. It's precisely the opposite. You want to "Not Do" as much as you can -- while still getting the things done that you absolutely must. Do you really need to go to your boss's son's baseball game? Is it really in your interest to compare and contrast 15 credit card offers? Choose when to choose. Otherwise, you will likely be faced with an onslaught of priority options, which can overwhelm even the most adept mind. There is no such thing as optimizing your schedule. You have to settle with what's "good enough." So how do we determine what meets that threshold of "good enough"…?

5. Begin with the end in mind

Steven R. Covey, the author of Seven Habits of Highly Effective People (among other best selling time management books), recommends that students of scheduling conduct the following experiment. Picture yourself at your funeral. All your family members and friends get up and give eulogies about you. What are they saying? What do you want to be remembered for in this world? Start with these basic principles -- these end goals -- and work backwards to build your time management system. You can live a purposeful life – but only based on principle. Time management is ultimately a tool not designed to help you win the Rat Race but to help you achieve these more meaningful ideals.

Once you have visualized what you want your life to be, work backwards to figure out the projects and priorities you need to keep in center-focus to get there. This at first may seem like a macabre and almost clinical way to approach life. But consider the alternative. If instead you allow your life to drift based on random circumstances and whim, you will likely waste a lot of your time dealing with mundanities -- without getting to indulge in the good stuff that makes us human.

One of the most important things to remember is that gifts with even a minimal amount of individuality, chosen with the recipient’s likes and habits in mind, have a far better effect on morale than either “group gifts” (a stereo in the break room) or “mass gifts” (where everyone gets the same Starbucks $20 coffee card). At a large company, then, owners and executives may have to delegate the gift task to department heads or the personnel department — to someone who knows a little bit about each employee.

Of course, firms without much money to spend may indeed have to settle for a group or mass gift, or perhaps a modest get-together in the lunchroom with an employee gift exchange. But firms that can budget the necessary funds can make the holidays a real morale booster for their employees, and do so cost-effectively and creatively, too.

If the decision has been made to give each employee a gift from the company – which can take place at a potluck lunch, perhaps – then the first step for the gift buyer(s) is to gather some “intelligence” on each employee. This should be done at least three months early (September) so as not to raise suspicion. Talk to the co-workers and supervisors of each employee to get some kind of idea as to their interests and hobbies.

Gift baskets are a great way to ease the task of making individualized gifts. They can be either simple or extravagant or somewhere in between, and can be designed to work within any size budget. You can also save time and money by making similar “base” baskets – cheese, wine, crackers, etc. – with a single, central, themed gift appropriate to the recipient.

For example, the fisherman in the accounting department would get a basket topped with a new reel or a gift certificate from a bait-and-tackle shop. The cake decorating hobbyist in administration would get the same basket, but with a recipe book or some choice almond flour in the middle. Let your creativity shine with a themed gift basket for each worker.

The single-item approach
Given enough time and a large enough budget, you might choose to give each employee an individual gift. To ease this process, you should consider shopping in a single location, either online or off, that has a great variety of modestly-priced items. It doesn’t have to be Wal-Mart and it certainly shouldn’t be Kay’s Jewelers, but there are plenty of places left – like eBay, crafts shops in your area, the wholesale district of any good-size city and so forth.

As much as you can, keep the costs reasonable, and reasonably close to one another, too. Relationships at workplaces are complicated, and giving a Rolex to Bill and a Timex to Bob is not a good way to keep morale high. The fact is, with just a little planning and some tightly scheduled rounds of shopping and gift-wrapping, you can have all the components of a great holiday bash at your business.

Investing in people
Business is all about relationships, both inside and outside your company. It is actually a complex, interwoven system of “relations and communications” that has evolved for the mutual advantage of participants – in other words, it should be “win-win.” The quality of the “human environment” is even more important than that of the physical environment, and much more difficult to clean up once it’s polluted with jealousy, bitterness or other “bad vibes.”

A holiday gift will go a long way to maintaining good morale, but by itself will not build it initially. That is to say, don’t count on a holiday gift and a potluck to make up for shabby treatment of your employees the rest of the year. Gift giving and parties should be part of a continuum of activity and attitude that exists year-round. When you really do have this outlook about your business and your employees, it does become easier to select either group or individual gifts. What does it mean to merge with the Creator? Kabbalists explain that this is when a person attains the very same level of existence as Him. On that level, one feels eternity, perfection, and a sense of boundless, unending joy.

Hence, our main task as human beings, our bigger purpose, is to study ourselves and learn how to become similar to the force that created us—the Creator. Through this kind of observation, through attaining the Creator’s plan, we begin living on a higher level, beyond the daily routine.
